Commission hears water-capacity study, staff says phase one will add 400,000 gallons per day

City staff briefed the Sutherlin Planning Commission on plans for a multiyear water-system improvement project that staff said will require a study, design work and later city council approval. Staff said funding has been secured for initial work and that the first phase would add about 400,000 gallons per day of capacity.
"So as we move forward, we've secured the funding," the staff member said. "...in the 1st phase, will give us about 400,000 gallons per day additional to what we have." Staff also said annual CPI-based rate increases have been used in prior years to prepare for capital improvements and that the engineering and procurement process will span roughly three years before contracts are executed and council action is requested.
Commissioners asked whether bringing water from a north basin source would raise consumer rates; staff said the study will examine alternatives and that rate adjustments are informed by the city’s annual CPI increases to cover necessary improvements. The presentation noted that the city has occasionally reached maximum daily demand and that the added capacity is intended to reduce the need for curtailments during peak demand periods.
Next steps: staff will complete the planned study, finalize engineering timelines, complete agreements described as prerequisites with policing and water partners, and present contracts and budget requests to the city council for approval.
