Council authorizes streetscape grant application, agrees to state design contract

The Town of Bath council voted July 15 to authorize submission of a state alternatives-program grant application to fund streetscape infrastructure—sidewalks, lighting and accessibility improvements—and read a resolution authorizing the mayor to execute grant-related documents.

Chair (speaker 1) read the resolution language on the record and announced the adoption date: "Adopted 07/15/2025." Council and staff discussed project phases, procurement and coordination with Thrasher Engineering for the design phase. A separate motion authorized the mayor to enter an agreement with the West Virginia Division of Highways for design work within the town; that resolution was read aloud and approved by voice vote.

Council members noted the grant funding structure includes design-phase and later construction-phase funding and emphasized that procurement will follow competitive processes. Staff confirmed some design work will be completed by Thrasher once the town signs the necessary agreements and that the streetscape design will support lighting and pedestrian safety improvements noted in earlier committee reports.
