The investment adviser for the Town of Monroe presented the quarterly performance review on July 23, reporting strong equity returns across U.S., small‑cap and emerging markets that drove double‑digit returns for the quarter and year. The adviser said the town pension portfolio returned 10.4% for the quarter and about 9.5% year‑to‑date, with a one‑year absolute return of 17.5% but underperformance versus the benchmark at 19.4%.
The presenter attributed the benchmark gap primarily to domestic equity manager selection and walked trustees through allocations and attribution analysis. "The total fund is the performance of the portfolio of 17.5%. The total fund benchmark is the benchmark return of 19.4%. So you see a 1.9 percentage point of underperformance," the Chair reported while reviewing the attribution pages, and advised the committee that manager changes were being recommended to address that gap. The adviser also reviewed the drivers of recent market performance, citing outsized earnings growth in Q1 and the effects of geopolitical events on commodities and oil prices.
