Neighbors urge traffic study as church seeks to add two modular classrooms on Highway 212

Neighbors at the July 23 hearing on application Z0519-26 told the hearings officer they are concerned about traffic and safety on SE Highway 212 if Christ the Vine Lutheran Church expands classroom capacity.
Michelle Kidd Giddings, who identified herself as a neighbor at 14781 SE West Park Court, said the corridor has seen more traffic since COVID and described multiple incidents (an overturned RV and semi among them) near the church area. “I disagree strongly that the traffic impact study was not needed,” she said, urging a continuance and a study that could recommend sidewalks or a left‑turn lane. Jackie Johnson, another nearby resident, recounted being in a serious crash when trying to turn into her neighborhood and said a traffic study should be required.
Staff and the applicant replied that the county’s traffic engineer reviewed applicant trip estimates and concluded PM-peak trip thresholds for a formal traffic impact study were not met. Applicant representatives said staggered start times and existing trip data (exhibit 5) reduce peak demand. The hearings officer left the public record open until July 30 for additional evidence; the engineering and technical record will determine whether further study is warranted.
