UNH T2 analysis prompts CIC to fund both routine road upkeep and larger repairs

Committee members told the Capital Improvement Committee that a UNH T2 presentation illustrated long-term cost savings from combining routine maintenance with scheduled major repairs rather than deferring major work.
"T2 said, 'Nope, you got to do both,'" the Selectman's representative said, summarizing the technical advice. Members explained that chip sealing and crack sealing slow deterioration but that targeted major repairs must still be funded on a schedule to avoid much higher rebuild costs later.
The committee said it added a $100,000 capital reserve recommendation to pay for big-ticket projects alongside the existing warrant articles that fund annual resurfacing and chip-seal programs. Members urged integrating road-condition data into the primary CIP spreadsheet so the committee and DPW can sequence work over a 5–10 year horizon and reduce taxes volatility.
