Madison CIC pushes to make capital plan a 'living document' as departments prepare submissions

Madison's Capital Improvement Committee on July 22 previewed a contractor-style CIP form and a revised policy intended to make the town's capital-improvement plan a "living document" that departments use to plan multiyear projects and to identify financing or grant opportunities.
"The form...forces people to look for grants," said the Selectman's representative, explaining the new worksheet requires estimated costs, proposed financing (ETF, warrant article, grant) and a timeline. Committee members said the plan includes a policy, procedure and a web form so residents and department heads can propose projects and provide consistent data for budgeting and prioritization. The committee proposed that department submissions be returned no later than September 1 and offered to meet with any department for help completing the spreadsheet.
The committee described the policy as a coordination tool linking purchasing thresholds to the CIP (projects over a dollar threshold trigger the CIP process) and as a way to reduce year-to-year tax volatility by saving in a capital reserve for large projects. Members said the road CIP currently sits on a separate, older spreadsheet and needs integration with the main document so the town can see 5–10 year schedules rather than reactive one-year fixes. The committee plans to send departments the updated spreadsheet, last year's forms and a clear timeline and is offering hands-on assistance to any department that asks.
