Planning commission approves Sherwin-Williams site plan for 2155 North 400 East

The North Ogden City Planning Commission on Wednesday granted unanimous approval for a site plan to build a Sherwin-Williams store at approximately 2155 North 400 East, subject to conditions identified in the staff report. Scott Hess, the city's community and economic development director, told commissioners that the proposal meets Title 11 land-use code requirements and that staff recommended approval with several standard conditions.

"Staff recommends approval of the site plan subject to those conditions," Hess said, noting the required 10-foot sidewalk along Washington Boulevard, a detention basin location on the east side of the lot, and that trash-enclosure design be reviewed at building permit.

Commissioners asked technical questions about the right-of-way line and the availability of secondary irrigation water along Washington Boulevard. Hess said some stretches of Washington lack secondary water and that staff is recommending xeriscaping and drip irrigation where secondary water is not available.

Matt McWhorter, representing Sherwin-Williams, told the commission he had reviewed the staff conditions and had no outstanding concerns. Commissioner (speaker 12) moved for approval, asking that the motion incorporate the recommended conditions in the staff report; the motion carried on a unanimous voice vote.

The approval covers design standards, building articulation and glazing, and requirements to install the sidewalk and provide two street amenities (benches, enhanced landscaping or similar) as required by public-works standards. Staff will review final trash-enclosure details and site-amenity placements at building permit stage.

The planning commission acted on the administrative site-plan item during the meeting; the decision is an approval to proceed to building-permit review with the listed conditions.
