Board approves formal process for charter-school amendment requests

The Montana Board of Public Education approved a formal public charter school amendment-request process after staff presented a standardized form and review path meant to give the board oversight of material contract changes.
Nicole (presenting staff) said the form requires schools to explain the rationale for requested amendments, how proposed changes will affect operations and performance-framework measures, and to show board approval at the local level. "The purpose of this document is for school districts who find themselves in a situation where they have an amendment to the application they presented initially," staff said during the presentation. Leanne Monfres, program officer working with charter schools, highlighted that the form creates transparency and a signature line for charter boards and the state board.
Board members voiced support for limiting use of the amendment process to substantive, well-rationalized requests rather than frequent mission changes. One board member said the process should not enable a school to make a “fundamental 180” away from what the board originally approved. Vice Chair Slinger moved to approve the process; the motion was seconded and carried on roll-call vote.
The action creates a single pathway for districts and charter schools to request changes to approved contracts and requires the OPI and board staff to review any incoming requests prior to the September meeting.
Next steps: OPI staff will notify districts of the approved process and invite Helena Public Schools (which had submitted a letter) to complete the new form for review in September.
