Several speakers — Sandra Carlson, Danita Borton, Olivia Alaya and others — voiced worries about property values, road impacts during construction, changes to rural character and potential loss of recreational and equestrian uses if large solar arrays are installed near homes.
Speakers pressed for document access, consistent application of grandfathering rules, and better public notice. Several described a broader pattern of county decision making that they say favors developers and cited emails or legal opinions they said show early staff acceptance of incomplete permit material. Commissioners allowed three minutes per speaker and repeatedly asked speakers to remain civil; one commissioner noted the forum cannot change an APC decision but can inform future agenda work and suggested following up on records requests.
The forum closed after dozens of speakers and the APC adjourned. Several residents asked for follow‑up and public records; the transcript shows numerous requests for staff to respond to emails and to provide documentation about permit completeness, grandfathering, and communications between staff and applicants.
