During the department report, city planning staff briefed the commission on several projects and public outreach opportunities. Lorraine Quimiro reported that the El Paso Transportation Authority is holding public meetings on recommended service changes (either Aug. 5 or Aug. 6) and that TxDOT would hold a Border Highway East corridor study meeting on Aug. 4 at Clint High School.
Quimiro also updated commissioners on capital and planning work: the Moon Road Complete Streets project (2.17 miles from Socorro Road to the current terminus) is in kickoff with engineering firm Camacho Hernandez and will include multiple community engagement events; 60% schematic plans for the Paso Del Norte Veil were reviewed with TxDOT as staff continues negotiations with property owners on final alignment; and a service expansion agreement with Sun Metro and ETA is advancing with an anticipated final closeout in October 2028 for the transit‑oriented development feasibility study and micro‑transit vehicles. She said bridge replacement projects (Passmore and Vineyard) are targeted to begin construction in the October 2026 and October 2027 seasons, respectively.
