Residents and commissioners debate allowing ATVs and UTVs on Lovington streets

Dozens of residents and an organized representative pressed the commission to consider an ordinance allowing properly equipped ATVs and UTVs on city streets. Daniel Johnson, representing the ATV/UTV community, handed out a petition and argued that state law and required equipment (headlights, turn signals, safety gear) would enable safe street use and increase quality of life for families who already own registered machines.

"Being able to safely enjoy our hobby under state law would improve the quality of life for all the people who have signed the petition," Daniel Johnson said, outlining equipment and insurance requirements contained in the proposed ordinance. Other speakers pushed back on safety and enforcement grounds, citing examples of unlicensed or high-speed riders on residential streets, inconsistent police enforcement and the presence of children on mopeds or go-karts. The police chief and other staff noted that many off-road tires are not street rated and warned of survivability risks if a non-street-rated ATV is involved in a crash.

Commissioners did not adopt an ordinance at the meeting but directed staff to research model ordinances, enforcement implications and equipment standards; some commissioners suggested the city could revisit the topic with more technical detail and community input.
