Village staff told council the village had identified two police vehicles at a dealership and requested that readings for Resolution 26-04 be waived so the procurement process could begin without delay.
"They could be bought at any other time... I'm just requesting that council waive the readings," staff member (speaker 11) said, providing a time-sensitivity rationale. Council moved, seconded, and by roll call suspended the readings and subsequently adopted Resolution 26-04 by a recorded vote of 5-0.
Mayor (speaker 6) said the step is intended to avoid weeks of delay that could require re-sourcing vehicles if those at the dealer are sold. No procurement contract text was finalized in the meeting; the resolution authorizes the mayor or village administrator to execute an agreement on behalf of the village so that staff can begin the acquisition process.
Council did not debate alternative procurement options or competitive-bid details during this meeting and no contract award beyond the authorization was made in public session. Staff signaled the matter was time-sensitive and council approved the procedural step to proceed with procurement.
