Council votes to piggyback FCC county contract for solid waste after debate with GFL representative

Skip McCall, government contracts manager for GFL, reviewed negotiations and proposed contract language including a five‑year term, CPI adjustments, liquidated‑damages provisions, optional bulk collection at $25 per cubic yard, and a GFL rate effective 10/01/2026 of $24.75 (collection + disposal included in that number for the GFL proposal). "The new rate would be effective on 10/01/2026 would go to $24.75," McCall said while reviewing the GFL proposal.
Council and residents raised concerns about past complaints, differences between the county piggyback (FCC) and GFL options, and the timing and billing method (non‑ad valorem assessment vs. monthly accounts). A resident, Crystal Ward, said she remained worried about billing performance: "My concern is that, the billing has not been fulfilled properly." After extensive discussion on exemptions and timing, the council voted to piggyback the FCC environmental contract for solid‑waste disposal and collection as the preferred option, and directed staff to proceed with implementation steps including assessment resolutions and exemption criteria.
