At the meeting on Dec. 18, 2025, Trustee Jason Hubach moved, with a second from Trustee Lynn Hughes, that the board go into executive session pursuant to Title 25 Oklahoma Statute, Section 307 to discuss the purchase or appraisal of real property for the Carney Municipal Development Trust Authority.
The motion to enter executive session carried with recorded voting "Yea: All, Opposed: None." The board later returned to open session after a motion by Trustee Jason Hubach, seconded by Mayor Constance Wallace. The minutes state: "Discussion and possible action regarding the purchase or appraisal of real property for the Carney Municipal Development Trust Authority. No Action." No purchase, appraisal decision, nor vote on acquisition was recorded in the open minutes.
