The Fremont City Council voted July 14 to authorize a services agreement with Keep Fremont Beautiful in the amount of $16,000 per year. Staff said the current agreement has been in place since 2011 and that the organization asked for an additional $2,000 from the city and $2,000 from the Department of Utilities to cover program growth and a state-grant change that eliminated in‑kind matching.
Jen Hayes, introduced as executive director for Keep Fremont Beautiful, outlined recent program outcomes: "In 2025, there was 17,200 pounds of paper that was shredded," she said, and noted the group recycled 168 trees and "322 tons of tires" at its scrap-tire event in 2025. Councilmembers praised the program's work and discussed how the loss of noncash grant match reduces the effective matching percentage; staff said the noncash match removal drops projected match from about 50% to under 20%. The contract renewal passed 6-0.
