DPW staff said the city successfully obtained state funding to accelerate the project after freeze‑thaw damage made the corridor unsafe. Under the advance‑construct arrangement, the city pays construction costs up front and expects reimbursement when the state’s fiscal year begins. Council members highlighted the value of accelerating the project and noted the city's share is modest compared with the state funds: "we're paying 18¢ on the dollar," one council member said when comparing the city's $485,000 obligation to the state's $2.6 million contribution.
Council approved the MDOT contract (listed in packet as MDOT contract 26‑5230/265230) and authorized the city manager to sign the advanced‑construct deposit. Staff said AEW will administer the project and that traffic will be maintained with possible lane shifts during sectional replacement work.
