Julie Bauer of CLA presented a summarized report on the city’s audited financial statements and said the auditors issued an unmodified (clean) opinion on the financial statements and on grant compliance. “That's an unmodified opinion or a clean audit opinion,” Bauer said, noting that the city had no material internal-control findings that required reporting under auditing standards.
Bauer summarized fund-level results: the general fund decreased about $843,000 for the year and the total general fund balance was reported at about $10.4 million as of Sept. 30, 2025, with roughly $7.8 million unassigned and a policy target of three months (the city now had about 5.9 months of regular expenditures on hand). Council moved to accept the audited financial statements for the fiscal year ended 09/30/2025; the motion was seconded and approved by roll call.
