Attorney Todd Miller and other trustees urged a practical rollout: adopt a baseline ordinance now and refine operational details (inspection locations, fines, signage) via resolution or future ordinance amendment. Trustees also noted that enforcement depends on sheriff's cooperation and that a robust ordinance is useful only if enforcement follows.
Given numerous unresolved operational questions the board decided to table the item and directed staff and counsel to revise the draft for the January meeting. The intent is to adopt a workable code that sets safety standards and an administrative permit/resolution for fee structure after public input and sheriff coordination.
