Daryl Barber, chair of the Village of Four Seasons Planning and Building Commission, read the commission's findings and fact-and-recommendations from the December 11, 2025 public hearing on the Hellenic Group LLC rezoning application.
Barber said the commission received six email correspondences (all opposed), one letter from Buchanan County Public Water District No. 4 and multiple written statements that were read into the hearing record. He reported that nine people signaled support in the straw poll held at that hearing and 13 signaled opposition. After deliberation the commission's formal vote on a recommendation resulted in a split decision.
Barber read items of public concern logged in the record: traffic (car and boat congestion), short-term rentals, impacts to views from adjacent neighborhoods, and an asserted lack of detailed, legible site exhibits. The commission noted that staff found the application met procedural filing requirements but that questions remained about detailed site plans and future site-plan approvals.
The P&Z record and the public hearing materials were presented to trustees during the board meeting; trustees referenced those public-record items during their deliberations.
