Council approves RFQ to begin comprehensive plan overhaul with community advisory committee

City staff told the council they planned to publish a Request for Qualifications (RFQ) next week to start a comprehensive plan update, aiming to complete the work roughly 18 months after contract signing (target mid-2028). The RFQ includes optional two procurement paths (RFQ-only with interviews, or RFQ followed by an RFP if necessary) and proposes forming a Comp Plan Advisory Committee (CPAC) of 7—to 9 members to help screen and interview consultants.
"This is one of the highest priorities to start with the comp plan update this year," the community development director said, describing the need for updated demographic and forecasting work after rapid growth since the 2020 Horus 2045 plan.
Council and staff discussed budget timing: staff recommended identifying consultant cost after selection and using a project fund or a year-end budget amendment to cover the contract. One council member noted the downtown neighborhood study (about $200,000) and asked whether that work would be reused; staff confirmed the downtown study would be a component of the new plan.
The council voted to approve publishing the RFQ and to return later with consultant selection and budget specifics.
