Council approves $1.13M contract amendment to close out 2024 Sustainable Streetscapes project after unforeseen costs

Public Works Director Mohammed Alawi told the council the Sustainable Streetscapes program — the city’s omnibus annual construction approach to deliver paving, bike lanes, ADA ramps, transit boarding islands and placemaking — completed 2.23 centerline miles of work, installed protected bike lanes on Shell Mound Street and added pedestrian and transit improvements across the city. "This project represents the largest paving and multimodal streetscape investment in the city's history to date," Alawi said.
As work progressed crews uncovered numerous unforeseen conditions that increased costs: California Water Board green‑infrastructure thresholds were triggered when grading and ADA work increased project acreage, unmapped or inaccurately mapped underground utilities required relocation and redesign, a sinkhole at 53rd Street required excavation and reconstruction, and subgrade failures necessitated reinforced repaving. Those factors drove the need for an 11.5% contract increase, roughly $1.13 million. Staff confirmed the money will come from existing sustainable‑streetscapes program balances (not the general fund). Council members emphasized better midstream reporting and accepted the project as complete, approving the contract amendment by unanimous vote.
