Council authorizes preparing FIRDAP grant application for Pelican Lake with conditions

"If they approve it, we won't even be notified for a year from now," a council member observed about the FIRDAP timeline, underscoring the long lead time for the state grant round. After discussion the council voted 4–1 to provisionally authorize preparation of the application and forward the scope to Planning & Zoning for review; staff will not submit without council sign‑off on the final scope.
