Resident presses council on garbage carts left at curb; staff pledges education-first approach

The mayor and staff responded that code enforcement and public works are coordinating an education-first approach. Staff said they will send letters, place colored stickers on carts to indicate noncompliance, and avoid immediate fines because fines require court follow-up. "We want to educate our public," a staff member said, describing sticker and mailing campaigns and noting the process needs time and repetition to be effective.
Staff committed to provide an FYI report to council with more details. No enforcement action was initiated at the meeting; staff stressed ongoing outreach and the need for process to support enforcement if it becomes necessary.
