Brockton opens public comment on draft $4 million HUD annual action plan

The City of Brockton's Department of Planning and Economic Development held a virtual public hearing on the draft 2026 Annual Action Plan, which staff say would allocate roughly $3.4 million in Community Development Block Grant (CDBG) funds and about $635,000 in HOME Investment Partnerships funds for the program year.
"The estimated funding, is, just about, 3,400,000 in CDBG funds and then another, 635 in home funds, which ... is just about, 4,000,000," Interim Director Elijah Romulus said during the presentation. Romulus told participants the plan ties to Brockton's five-year consolidated plan and lays out targeted activities to preserve housing, prevent homelessness, stabilize at-risk neighborhoods, increase affordable housing supply, and promote economic development and services.
The draft was published June 29 and staff said the 30-day public comment period is open through July 29. Romulus directed residents to the city's website for the full draft, provided an email (planning@cobma.us) and phone number ((508) 580-7113) for follow-up, and noted physical copies are available at the public library and the mayor's office. He said the city plans to submit the final plan to HUD in early August.
