District flags HVAC chiller bid at about $1.6M and seeks authority to spend

Mister Love told the hearing the district has received bids for an HVAC chiller project at about $1,600,000 and said engineering and inspection fees will add to the total. "We've accepted the bids on that today or we received bids. They've not been accepted yet at 1,600,000, and it'll be slightly over 1,000,007 by the time we pay the engineering and architect fees and inspection fees," he said.
Board member Jenkins asked whether it is legal or "moral" to levy operating taxes and then use them for capital projects; Mister Love replied districts can use operating funds for capital but may also borrow or seek a bond referendum and that the district's 8% borrowing capacity had been used for prior elementary construction.
