Spencer Neighbors, a consultant with InTouch Consulting Group, said the version the city received from Florida Commerce was largely boilerplate and that he and partners reworked it to reflect local needs. "This thing actually hits the dirt. We start building houses, and we have houses," Neighbors said, describing the program's intent to move from planning to construction. He told officials he will revise the draft based on the group's feedback and "bring it back to the board for adoption," signaling further formal action is expected before the program is advertised to homeowners.
The presentation outlined several technical items officials will need to decide or confirm: whether to form a citizens advisory task force to review applications; the length and structure of deferred-payment loans (DPOs) and lien mechanics; spending caps for rehabs and new construction; procurement timelines; and required contractor and green-building standards. Neighbors emphasized the policy must be finalized before the city advertises to homeowners who might apply for rehabilitation or replacement assistance.
