Staff proposed a special-permit open-container pilot for the Smoke & Sound event that would allow attendees with wristbands to carry beer and wine within a mapped perimeter covering vendor and activity areas. The proposal calls for signage, wristband identification, vendor limitations and a public-safety plan; staff recommended a resolution (rather than ordinance) to allow the pilot and learn lessons.
"It would have a wristband or some kind of identification once they bought alcohol," staff said when describing the perimeter design and vendor controls. Council members asked about licensing constraints and public-safety staffing; staff said those details would be included in the special-use permit and public-safety plan. Council agreed to proceed with a resolution and for staff to return with a finalized perimeter map and permit language for the next council meeting.
