Engineer: Chapel Drive overpass bids come in below estimate; lowest responsible bidder recommended

City staff presented six bids for the Chapel Drive Overpass project and recommended moving forward with the lowest responsible, responsive bidder. The engineer's opinion of probable cost had been about $7.7 million; staff reported the apparent low bid at roughly $6.2 million and said that difference helps the city's overall budget picture.
"They have to submit a bid bond, which is 5% of the bid amount," Kevin Sprinkle, city engineer, said while outlining the federal and MoDOT-required bidder qualifications and post-award submittals. Kevin described contractor vetting (EEO/affirmative-action forms, performance and payment bonds) and cautioned that railroad approvals add additional pre-construction requirements for the bridge work.
Council also asked about an alternate that would substitute asphalt for concrete—staff said the alternate reduced cost by about $149,046 but that they were "strongly recommending concrete" because of longevity and performance. Staff said the item will proceed as a first reading and be scheduled for the second reading at the next regular meeting for final action.
