Planning commission approves short-term rental at 2106 S. Copperfield amid neighbor concerns

The Stillwater Planning Commission on July 21 approved a short-term rental license for 2106 South Copperfield Street by a 3-0 vote after hearing testimony from the applicant’s representative and nearby residents.
Ann Morgan, representing the homeowners and identifying herself as a licensed realtor with Real Estate Professionals, told the commission she will manage the property while the owners are on sabbatical from August through December and described several safeguards: rentals limited to eight specified weekends (Thursday–Sunday) with a two-night minimum, an age minimum of 28 for the primary renter, quiet hours from 10 PM to 8 AM, four parking spaces and no garage access, scheduled cleaning and lawn maintenance, and application vetting. Morgan said, “I will be managing this property,” and explained that she screens applicants and follows up on issues.
Neighbors spoke in opposition. Wayne Smith of 2011 Copperfield described past problems with vacancies and expressed concern about parking and turnover. Linda Hillier, a catty-corner neighbor, said she was worried about college students and potential impacts on home values, stating, “I do mind if it's the thing that's gonna continue and we're going to have that many people in there.” Commissioners noted the new code’s block limits on STRs and said the manager’s practices and event-limited rental schedule weighed in favor of approval. A motion to approve was made, seconded and passed 3-0.
