Shepherdstown campus concept renamed 'Black Bear Park'; plan to be phased as funding allows

David Kling, deputy director for Jefferson County Parks and Recreation, presented updates to the Shepherdstown campus concept plan and said students at Shepherdstown Elementary helped choose the park’s proposed name: "Black Bear Park." Kling said feedback from the board had been incorporated into the revised concept.
Kling and consulting firm representative Roy Truax said the plan is phased and depends on funding and CIP scheduling. Truax described parking as three lots with about 120 spaces per lot (three lots total) and noted ADA-accessible surfaces are being considered for playground areas. The presentation also flagged utility constraints: the site has no public water or sewer for public restrooms, so restrooms would require a well and holding tanks unless funding and infrastructure options change.
Board members raised ADA-accessibility details for play structures, transfer platforms and accessible restrooms; Kling said those considerations will be part of detailed design once funding is available and that park elements may be implemented in phases as part of the district’s CIP.
