The court granted an appeal by Josille Brown after the investigator and the judge reviewed the camera exhibits and noted glare obscuring the footage.
Investigator Ikire told the court that the bright spot on the footage was glare: “That’s the glare in the sun,” and after viewing the images Judge Hayward said, “I’ll grant the appeal.” Hayward added guidance to drivers that seeing a bus pull over should prompt preparation to stop even if the arm is not visible on video.
