Council adopts Parks, Recreation and Open Space Plan; plan makes city eligible for RCO grants

The council moved and adopted Ordinance 17‑23 to formally adopt the Parks, Recreation and Open Space Plan. Staff explained the plan incorporates Planning Commission recommendations, aligns with the city's comprehensive plan and includes the most current CIP so the city can pursue outdoor recreation and conservation grants through RCO.
Staff said the plan will be an exhibit to the comprehensive plan that is scheduled for adoption later in the year; the Planning Commission and staff will continue coordination with the council on specific development‑code recommendations. The motion to adopt passed unanimously with no substantive public testimony during the hearing.
