District outlines E‑Rate RFPs for dark fiber, switches and managed services

Justin, the district IT presenter, told the board that “E Rate, basically, it's a federal funding program administered by the FCC, but managed by USAC,” and walked trustees through how the program differentiates Category 1 (connectivity to buildings) from Category 2 (in‑building equipment funded on a five‑year cycle). He said the district will go to bid for a dark fiber connection to the warehouse at 710 West Wine Country Road and expects bids to be due Feb. 4.
Justin gave cost estimates subject to vendor discounts: he said the dark fiber contract would be roughly $17,000 pre‑discount and that a head‑end and campus switch refresh carries a rough list price near $550,000, though he added the district “never pay[s] list price” and final numbers will depend on bids and E‑Rate discounts. He also described a managed‑services contracting option that could reclassify some purchases under Category 1, preserving Category 2 budget for cabling and other in‑building needs.
The presenter said the district plans to either bring contract awards back to the board at the Feb. 10 meeting or the Feb. 24 meeting for formal approval. The board asked clarifying questions about procurement timing and how E‑Rate discounts will affect the district’s final out‑of‑pocket costs.
