Bangor planning board discusses adding attendance expectations after associate resignation

The Planning Board used its “Other Business” time to discuss a recently vacated associate member position and whether the board should add attendance expectations or a process to recommend removal for cause.
Board members said they want a written expectation that members attend or give notice when they cannot, and asked staff and legal about how to make removal recommendations. Legal counsel and the council liaison advised that residency rules and removals are ultimately a City Council function; the board can add bylaw language describing expectations and examples of cause, then forward a formal recommendation to council if a removal is warranted.
Staff (planning officer Anya Collette) said she will draft suggested bylaw language and bring it back to the board for review. The board also discussed the value of the associate member role as a stepping stone to full membership and as a way to preserve quorums when regular members are absent.
