A council member asked that the July 9 meeting minutes be pulled from the consent calendar, saying the minutes did not reflect substantive statements made during discussion of the business license tax. The council discussed whether minutes are intended as action minutes or should include more detailed summaries of council remarks.
City Manager said staff would review prior practice and recommended continuing the item to the next regular meeting. The council voted to continue the approval of the July 9 minutes to the Sept. 10 meeting to allow staff time to review and, if appropriate, expand the minutes to include additional context.
