Council delays approval of July 9 minutes after member requests fuller record

City Manager said staff would review prior practice and recommended continuing the item to the next regular meeting. The council voted to continue the approval of the July 9 minutes to the Sept. 10 meeting to allow staff time to review and, if appropriate, expand the minutes to include additional context.
