City planning staff presented the development’s third‑party traffic review and recommended that, prior to final approval by the staff review committee, "the left turn lanes along US‑17 must be modified to offset the turn lanes so left‑turning vehicles can see past each other as approved by the staff review committee and SCDOT," a staff member stated. The report noted that the residential portion alone is unlikely to meet signal warrants and that the nearby industrial development would need to be operational before a traffic signal likely becomes justified.
Council members pressed for requirements to protect residents while traffic conditions evolve. Councilwoman Guzman asked about safety around on‑site stormwater ponds and whether the city could require fencing, signage or developer obligations; staff advised consulting the South Carolina Department of Natural Resources for minimum implementation recommendations and said the development permit can include disclosure language. Mayor Pro Tem Steve Meersman and other council members emphasized truck speeds on US‑17 and the potential for future industrial traffic to increase left‑turn risk.
The motion to adopt the PDD amendment, including the short‑term mitigation language, passed on a roll‑call voice vote with five ayes (Councilman Carroll, Councilwoman Guzman, Mayor Pro Tem Meersman, Councilman White and Mayor Neil Williams). The ordinance was recorded as 2026‑07‑09A. The council directed staff to include speed‑limit language and turn‑lane improvements in the motion and to seek SCDOT coordination where required.
The council’s action changes the zoning standards and attaches staff‑review conditions; it does not itself authorize construction beyond the approvals and site‑review steps that follow. The applicant and staff indicated additional site‑review details and SCDOT encroachment approval will be required before any work in the state right‑of‑way.
