He said combined assistance in his area sometimes included the $15,000 special down-payment fund plus an additional $7,500 from local sources, producing roughly $22,500 for some buyers. Gilyard said many beneficiaries were women and single mothers and described counseling and outreach efforts that helped applicants qualify.
DCA staff acknowledged the local results and repeated their offer to provide lists of lenders and outreach materials to replicate the effort in other districts.
