Board of Health questions Montezuma County IGA terms, consultant fees and director role
Summary
Dolores County Board of Health members said Montezuma County appears to have backed out of providing a director under a proposed IGA while still billing for services. The board discussed carving out consultant fees, preserving nursing coverage ($5,700 shown in the draft), and seeking clarification from the county attorney and Montezuma contacts before deciding whether to reopen the VFC clinic.

Board of Health members spent the bulk of the special meeting reviewing a proposed intergovernmental agreement (IGA) with Montezuma County intended to provide director-level support, nursing coverage and operational assistance. Speaker 1 told the board, “I know 20,000 direct was allocated for it, and then they would retain any billing from services, which is about 3,000 a month,” and proposed removing the consultation piece if Montezuma would not provide a director or substantive operational help.
Members said Montezuma’s attorney had advised against some IGA terms and the board had not yet received a returned redline from the county attorney (Dennis). The board discussed that nursing coverage was the primary benefit of the IGA (the draft listed $5,700 for a registered public health nurse) and flagged the risk that losing Montezuma’s commitment could remove that protection. Members agreed to contact Dennis and Montezuma counterparts and to rework the IGA language to carve out consultation fees if necessary before taking a final vote.
