The Town of Lincoln Selectboard voted July 14 to authorize an increase of $13,826.56 to the D&F Paving contract for the Lincoln Gap Road paving project. Tim McGowan, chair, made the motion and the board approved it by recorded vote (PASSED 4/0/1).
McGowan said the change reflects a significant increase in asphalt costs and noted the town’s June 2025 paving RFP includes an addendum allowing for asphalt index price adjustments when projects extend beyond six months. “Authorize the increase of $13,826.56 to the D&F Paving Contract for the Lincoln Gap Road,” McGowan said, summarizing the action the board took. The board discussed that the D&F work will include completion of a 1½-inch topcoat for the project.
Board members reviewed project financing and totals. The approved D&F reclamation and paving contract is $329,658.00; earlier estimated total project costs (labor, equipment, materials and a $47,443 contingency) were $521,987.00. With index adjustments and other changes, current estimates put the final project cost at about $400,000. The project is partially funded by a VTrans Class 2 paving grant; the town anticipates receiving the full $200,000 reimbursement, which requires a 20% local match.
Meeting minutes note D&F will begin work on Monday, July 20, and that Trish will follow up to secure signatures and finalize administrative details. The board recorded that certain mobilization charges in the original proposal ($6,000) were not incurred and the town had approved an extra $2,000 for rolling the reclaimed subbase; after accounting for those items the net increase over the original contract was approximately $9,826.56, per the board’s discussion.
The Selectboard’s action authorizes the contractor to proceed under the revised contract amount; administrative follow-up remains to complete signatures and procurement paperwork.
