Commissioners spent substantial time reviewing suggested edits to Section 3 of the municipal bylaws (pages 82–94). Pamela J. Spaulding noted the 1,000-foot reference in 3202(1)(e) applies to accessory dwelling units (ADUs) and was judged adequate; the 100-foot buffer in 3204(2)(b) was considered doable. Members discussed the definition of "home business," concluding it should be based on the number of employees rather than a less-specific test.
Spaulding also questioned a proposed standard that appeared to allow six people per bathroom in certain facilities (3205), saying this seemed excessive compared with her experience of nursing-home layouts and noting that if the provision is a state regulation it should be identified as such. Commissioners flagged typographical issues and several items for revision and agreed to continue refining Section 3 at a follow-up meeting before forwarding changes to the Selectboard.
