County manager proposes ladder truck, landfill monitoring contract and land purchase among capital items

County manager Mr. Martin presented multiple capital and contract items for board consideration during the county-manager portion of the work session. He said a professional services agreement with Rint Incorporated for landfill compliance monitoring at Blalock Road landfill would not exceed $198,867 and continue monitoring and EPD liaison services through 2028, including groundwater and methane sampling and redevelopment of monitoring wells.
Mr. Martin also reviewed Fire and Emergency Services requests. The department requested purchase of a 78-foot ladder truck from FireLine Inc. for $1,420,000, funded by SPLOST; staff said the immediate availability of the truck and long lead times for new apparatus made an early purchase a priority. "They've determined that the immediate need for additional aerial apparatus takes precedence over other planned facility projects," Mr. Martin said. Fire leadership noted replacement of an older 2009 ladder truck and reorganizing frontline/reserve apparatus as justification.
Mr. Martin concluded by describing a planned county purchase of a 9.95-acre parcel on Old Nelson Road for $520,000 to site a future Nelson-area fire station and a City of Nelson public-works facility; the county anticipates closing before the end of January and working out an IGA and partial resale of about four acres to the city.
