Jamaica Select Board asks library trustees for formal policy after debate over casual dogs

The Jamaica Select Board debated a proposal from the Jamaica Memorial Library trustees to allow citizens to bring dogs into the library for short, casual visits. Chair described the request as a deviation from an existing town baseline policy that generally prohibits animals in town buildings except for service animals.

Board members repeatedly raised liability, allergy, and access concerns. One member said that allowing casual animals would put library staff in the position of judging whether a dog is "safe" to be in public space and could exclude patrons with allergies or fear. "It really came down to liability, liability, liability," a board member said, urging caution. Another board member suggested structured alternatives such as announced programs with insured vendors or a monthly "dog day" outside when weather permits. The board agreed to ask the library trustees to return with a formal draft policy and to consult the town insurer (VLCT) about liability and insurance requirements before the board considers approval.

The board did not change policy at the meeting and directed staff to invite library trustees to the next meeting to present specifics including handling, signage, and potential insurance or certificate-of-insurance requirements.
