Staff suggested those decisions would be part of the year‑long transition for newly appointed trustees and emphasized flexibility: "You can also do that... one district is the employer, and they pay the benefits and then whatever percentage... they charge the other district 30% for them," a staff member said. The hearing did not include binding staffing decisions; trustees would set the final structure if the plan advances.
