Neodesha adopts Ordinance 1813 updating utility fees; measure passes 2–1

The Neodesha Board of Commissioners on Dec. 23 approved Ordinance No. 1813, amending Section 16-36 of the city code to revise fees and multi-year rate schedules for city utilities. The motion to approve the ordinance "passed 2 – 1," with Commissioner Banzet moving to approve and Mayor Devin Johnson seconding while Commissioner Vail-Keller voted no.
The ordinance updates fixed fees (service connection fees for electricity, gas and water at $50 each; a transfer fee of $25; reconnect and returned-check fees at $50) and establishes year-by-year rate schedules for natural gas, water, electric and sewer through 2029. The ordinance states, "This ordinance shall be in full force and effect after its publication in the official city newspaper for the February 28, 2025 billing date." Administrator Brogan Jones introduced the ordinance and presented the rate tables to the commission.
Key provisions include a residential natural gas meter charge of $15.00 per month with a commodity charge of $0.816 per Ccf (plus a cost-of-gas adjustment); multi-tier large-volume gas pricing with a $75 monthly customer charge and graduated Ccf tiers; water meter charges and per-gallon rates that rise gradually through 2029 (for example, the residential/commercial meter charge is shown as $19.87 with a per-gallon charge of $0.00866 for 2024 and $20.06 and $0.00884 for 2025 in the ordinance tables); and electric meter charges and cost-per-kWh schedules that increase over the 2025–2029 period (residential per-kWh shown at $0.12 in 2025 and $0.15 by 2029 in the ordinance tables).
The ordinance also sets sewer user charges by meter and per-gallon rates, solid-waste collection and dumpster rental rates, a $500-per-pole fee for customer-requested pole installations, and a $4-per-meter monthly stormwater fee. The minutes record that the repeal of the prior Section 16-36 was included as Section Two of the ordinance.
The commission record shows the ordinance was introduced and the public hearing on the 2024 budget amendments was opened and closed the same day. The board scheduled its next regular meeting for Jan. 13, 2025 at 2:00 p.m.
