Beaumont ISD board approves five-year 3rd-grade reading and math targets after preliminary STAR results

The Beaumont ISD Board of Trustees voted to adopt a new district vision and two five-year student outcome goals after Superintendent Massey presented preliminary STAR accountability data by campus.
"The percentage of 3rd grade students whose scores meets grade level or above on STAR reading will increase from the 27 percent we have right now in June 2026 to 65 percent by August 2031," Superintendent Massey told the board when recommending the goals. She also proposed a math goal: "the percentage of 3rd grade students who score meets grade level or above on STAR math will increase from 23 percent in June 2026 to 60 percent by August 2031." The motions to approve the vision and the two goals were moved, seconded and carried by voice votes with no recorded dissents.
Board discussion before the votes focused on governance and long-term implementation rather than immediate operational changes. The superintendent cautioned the board that the numbers presented were preliminary and that the Texas Education Agency conducts additional tabulations before official scores are released in August. She said the goals will guide multi-year work, including curriculum alignment, expanded assessments and interventions intended to raise both achievement and growth metrics across campuses.
The approval sets a formal target and timeline the district intends to use to measure progress. Board members said they expected detailed implementation plans and regular progress reports to accompany the goals.
