Staff reported that the Division of Water Resources and Division of Drinking Water reviewed the county’s general plan and recommended adding a water‑use element. The addendum — located near the end of the plan (page 49 onward) — lists water suppliers, projected future demand tied to population and jobs, references regional conservation goals and includes a canal‑map appendix to be updated as needed.
Commissioners discussed whether the state’s suggestions over‑specify commitments and agreed the plan should remain generally flexible as a guiding document. After brief discussion they moved to adopt the addendum and recommend the proposed general plan to the county commission; the motion passed unanimously by the four members present. Staff noted the plan remains a living document and can be updated as statutes, technology and conditions change.
