Trustee John Meneau moved to advance the plan “as it’s been presented, that does include Elk City with the Kooske, for the Clearwater Valley,” and B Edwards seconded. During a roll-call vote the board recorded unanimous support; the chair declared, “Motion passes,” and adjourned the meeting. The board and staff repeatedly emphasized that submitting the plan is a procedural step and that the ultimate decision rests with voters and with the state’s review of statutory requirements.
