ODOT presents standardized charter templates for advisory committees

ODOT staff presented results of a 2024 review and a set of charter templates, code-of-conduct language, and training resources intended to bring consistency to more than 50 advisory committees and improve how committee advice is tracked back to the agency.
Sarah Kelber, strategic planning and initiatives manager in the director’s office, told the committee that ODOT reviewed more than 50 advisory committees and developed standard charter templates, a code of conduct, a work-plan template and a library of trainings.
"We developed and have shared templates for charter, which includes a code of conduct and a work plan template for committees that need it and have rolled that out," Sarah said, adding that templates are available to all committees and that a community of practice for liaisons has been created. She said the review found inconsistent staff support and public materials across committees and that standardization aims to make roles and expectations clearer.
Members welcomed the effort but asked for clearer feedback loops so committees know how their advice is used. Sarah said the template already includes role and responsibility language and that she will refine the draft to make sure pathways for committee advice back to the agency and commission are explicit before finalizing the charter.
