Mossyrock council votes to opt out of expedited UGA annexation option

The Mossyrock City Council moved to opt out of “Option 2” of an interlocal Urban Growth Area (UGA) agreement at its Aug. 20 meeting, directing the city attorney to prepare formal notice that the city will remain outside the expedited annexation pathway.
City Attorney Marissa Jay reviewed the draft interlocal and "strongly encourages that we do not follow option 2," saying the opt-in approach would require far more engineering, administrative and maintenance work for the city while producing comparatively little sales-tax benefit for Mossyrock. Mayor Randall Sasser said the council agreed with that assessment and instructed Jay to draft the formal letter.
Councilmember Teresa Quinlan made the motion to deny Option 2 and Juliana Simon seconded; the motion carried by consensus and the council asked that the final version of the interlocal be provided before any further action. Shannon Mcarron raised specific concerns about Section 6 (Letter C) and the agreement's highlighted language, noting the council had not yet seen the most recent rendition of the document.
The decision preserves the city's current boundaries while leaving the planning commission and staff able to revisit growth and zoning choices later. Marcia Manley, representing the planning commission, had earlier reviewed possible zoning changes and recommended coordinating annexation and UGA decisions when and if annexation proposals come forward.
