Commission discussion identified key open questions to be resolved before a vote: whether the parcel is a legal-conforming lot under a commissioners' resolution that some members said requires a 10-acre minimum for businesses, whether the family historically owned a larger parcel, and whether nearby residents expect more noise or motorized recreation stemming from campground uses. Zoning administrator Jim Jennings recommended that the commissioners or county staff determine the intent of the prior resolution before the commission acts on the CUP. "If they don't have 10 acres, they don't get it," Jennings warned when summarizing the resolution's apparent effect.
The applicant's proposal, described to commissioners, included short-term cabins, RV camping and dark-sky stargazing on a 6.01-acre A-1 zoned parcel south of Moore. Commissioners asked staff to notify adjoining owners and accept written or in-person comments at next month's public hearing; they also tasked staff with checking assessor records or, if necessary, requesting a title search to clarify lot history.
